Key violations included:
Hiring janitorial companies that are not registered with the state's Janitorial Registration Program.
Operating janitorial businesses without valid registration.
Failing to uphold worker protection requirements, including mandatory training programs under California law.
Under the Property Service Workers Protection Act, all janitorial service providers must:
Register annually with the California Labor Commissioner’s Office.
Provide in-person sexual violence and harassment prevention training every two years.
Maintain compliance with fair labor standards designed to protect workers and ensure lawful competition.
